On the northern border between Rwanda and Rwanda, some 160,000 women, children and even elderly people are living under the guise of protecting their cultural and religious traditions. A number of villages have been hit by armed groups, including the Bekka Valley which has been claimed by the Hutu government.

In fact, it is very far from certain that Rwanda’s crimes on some of the most vulnerable have taken place in Rwanda, and for that reason the UN Human Rights Council in 2005 authorized a report by the Organization of American States, entitled:
The Hutu-Tutsi Genocide: A Response to the Hutu-Tutsi Conflict in East Timor
and this report was the first to look into the Hutu-Tutsi Genocide. Rwanda is an extremely weak state, as it had no military bases on the borders of the country or any kind of regional military presence (i.e. nothing except for one air base). The majority of Hutu-Tutsi and other ethnic groups that live or work in the state of West Timor are very poor
