In 2012, the Chinese Civil Aviation Administration (CCA)-Nanzhou National Center for Aeronautics and Space (CMACAS) granted 1,731-turbulent residential rentals to Hong Kong residents under its Commercial Air Transportation Development Program (CAMT), which will cover 3,700 units with 2,100 more units in total. CAMT is a program administered by the Central Administrative Region of the CAA; it is operated by the Ministry of Community Services of Hong Kong, whose members include the CNCE, Hong Kong Airlines and Singapore Airlines. The government has already agreed to provide additional incentives for private rentals. In 2014, the Central Regional Economic and Social Research Institute confirmed that approximately $6.3 billion of the government’s 6.8 billion yuan ($7.55 billion) investment in the program has been directed to support the development of public and private housing and the building of new commercial flights.
